The aim of this study is to investigate what similarities and differences there are to be found in
those policy documents that regulate the education for immigrant students in Sweden and in the
autonomous region Andalucia in Spain. The Swedish document consists of “general advices”
that are provided by the Department of Education of Sweden from 2016 and the Spanish
document is a legal text that regulates the education for immigrant students from 2007. The
study itself is a comparative and thematic content analyses of the mentioned documents. It is a
quantitative analysis in the sense that certain key words are located and presented in frequency
tables. It is qualitative in the sense that an in-depth analysis about what is written about each
topic also has been carried out. The results indicate that the Spanish text is more focused on
social integration, intercultural pedagogy in the preservation of the student's culture of origin.
However, formulations about multilingualism and the importance of using the first language as
one of several resources for learning a second language are missing. In the Swedish text, the
perspective of multilingualism is highlighted, for instance via study guidance in the mother
tongue and mother tongue teaching, but it does not emphasize cultural diversity or
interculturality like the Spanish text. Instead, it has a clearer rights focus.
